Todd Phelps is a billionaire and the founder of Intelligencia, known as HulkKing. Phelps developed an obssession with She-Hulk, and while being fascinated by her, he ultimately felt that she did not deserve Hulk's powers. He launched a harrassment campaign against her and conspired to get a sample of her blood, so he could get Hulk powers for himself. During the event at Summer Twilights, Phelps injected himself with the serum to fight She-Hulk, but in a revised ending, Phelps did not receive any powers and was arrested, awaiting trial for targeted harassment.
