On February 8, 2019, Warner Bros. announced the film as a spin-off to the 2018 hit film Aquaman.
Noah Gardner and Aidan Fitzgerald were hired to write a horror-themed screenplay for the film and James Wan (Aquaman's director) and Peter Safran where attached.
On April 1, 2021, THR Reported it was cancelled and 6 months later it was revealed to be a Black Manta solo film.
