First appeared in Incredible Hulk #3 in 1962 and was created by Stan Lee and Jack Kirby. Maynard Tiboldt was the son of Fritz Tiboldt, the original Ringmaster. After Fritz and his wife Lola were executed for testifying against Nazi leaders, Maynard became the second Ringmaster, relocated to America, and founded the Circus of Crime.
