An obsessive-compulsive Japanese librarian living in Bangkok spends most of his days contemplating suicide in his lifeless apartment. His life changes when he witnesses the death of Nid, seconds before he was about to jump off a bridge. This brings him in contact with Nid's elder sister Noi - these two lost and lonely souls help each other find the meaning to their meaningless existences.

In an alternate Japan, territorial street gangs form opposing factions collectively known as the Tokyo Tribes. The simmering tension between them is about to boil over into all-out war.

It's three years after the events of the original Battle Royale, and Shuya Nanahara is now an internationally-known terrorist determined to bring down the government. His terrorist group, Wild Seven, stages an attack that levels several buildings in Tokyo on Christmas Day, killing 8000 people. In order for the government to study the benefits of "teamwork", the new students work in pairs, with their collars electronically linked so that if one of them is killed, the other dies as well. They must kill Nanahara in three days - or die.
