Mayor Susan Shelbourne is the main antagonist of Sony Pictures Animation's 3rd feature film Cloudy with a Chance of Meatballs and a supporting character in its sequel series of the same name.
He is the selfish and greedy Mayor of Swallow Falls: a depressing and forgettable island in the Atlantic Ocean. Desperate to become famous, Shelbourne tries to do whatever he can to attract tourists to Swallow Falls, and when Flint Lockwood's FLDSMDFR becomes the town's main attraction, he sees it as a certain opportunity to get what he wants from the prospect.
