Gai Amatsu (天津 垓, Amatsu Gai) is the former overarching antagonist of Kamen Rider Zero-One. He is the former CEO of ZAIA Enterprise Japan who transforms into Kamen Rider Thouser (仮面ライダーサウザー, Kamen Raidā Sauzā).
