Fan Casting The Turtle in Return to the DC Universe

The Turtle was a villain who thought to counter the Flash's unstoppable speed with slowness, figuring that being slow and casual would keep him from being conspicuous. This gave him a slight edge over Jay Garrick in the 1940's. But over the decades, the Turtle has gained access to the Still Force, another force tied to the makings the universe similar to the Speed Force, around entropy and decay. Using it, Turtle can steal speed from things around him, slowing things to a halt, while also returning said speed if necessary. Though he is slow, the Turtle is no pushover to any of the Flashes.
