The Agenda Corporation recruited saboteur Kenny Gargan to infiltrate Project Cadmus and stop them from cloning Super-Soldier. He was successful in setting off a radiated explosion that killed Peter Parker and awakened the clone who would later become Spider-Boy. Before putting the poisoned Kenny in an armored suit (the Scorpi-Con suit) to protect others around him from the radiation, the Agenda Corporation treated his illness with a scorpion-DNA serum. After putting on the armor, Kenny gave himself the name Scorpi-Con.
