Jack Anderson, a hybrid of Outburst and Jack Flag, served on the patrol and citizen hotline for the Young Super-Soldiers of America. Jack loved Super-Soldier but had never imagined that he would ever meet him until a battle between Doctor Doomsday and Super-Soldier took place in his backyard. While fighting Doctor Doomsday, Super-Soldier protected Jack's parents from one of his energy blasts, but some of that energy also entered Jack through Super-Soldier, giving Jack's magnetic powers. He decided to repay Super-Soldier for his compassion by using his new abilities to defend the Earth. After creating a look that, in Jack's opinion, correctly mirrored his hero, he was given the name "Anthem."
