After the catastrophe events of Onslaught, danger rises across the US. With the Avengers, X-Men and Fantastic Four gone, no one is there to keep the threats from emerge. One day, a group of thugs appeared to steal and kill, and they thought no one is there to stop them, until a figure steps in to stop them. He goes by the name "Citizen V" and his group of unknown superheroes, Thunderbolts. With the surprise of everyone, they showed up to give hope and safety to the residents.
