Black Noir is the main antagonist of the 2006 controversial comic book series The Boys, and one of the two overarching antagonists (alongside James Stillwell) of its sequel, The Boys: Dear Becky.
He is a clone of Homelander created by Vought-American to keep Homelander in check, and kill him should he ever step out of line. However, years of treating his target like a friend made him go insane, committing various atrocities while dressed as Homelander to manipulate Vought into giving him the kill order. His actions also fueled Billy Butcher's vendetta against Homelander (after Noir raped Butcher's wife Becky disguised as Homelander), sparking the conflict between The Seven and The Boys.
While the Seven are a corrupt group of false heroes, they (for the most part) possess at least basic morals despite their acts of villainy. Black Noir is an exception, being an unfeeling and soulless monster.
