It's Up To The Teenagers To Save The Day
Since there are a little bit of Avengers now, Sam Wilson activates his own Avengers Initiative with teenagers instead and he leaves Tony Stark's daughter Morgan and Eli in charge and they train the new and young Avengers to stop MODOK and his army of AIM.
