In a dystopian future in the United States, a new justice system has been implemented to reduce prison overcrowding. Criminals are imprisoned in a vertical prison called "The Tower", where each level has a cell with two beds and a hole in the center of the floor that connects all the levels. Each day, food is delivered to a platform that runs down the Tower.
