Raffe is a Tosu City student who meets Cia when they are both chosen to pursue Government Studies. Because he did not have to undergo the Testing, Cia initially has a difficult time trusting him, even after he saves her life and uncovers her plans of aiding the rebellion. Because his father is Head of the Department of Education, Raffe has access to information vital to the success of the rebellion and the destruction of the Testing. Despite her misgivings, Cia is soon forced to trust him with both her life and her secrets, especially when the threat of discovery causes them to feign a romantic attraction around Professor Holt and the other Government students.
