Summer, 1914. As New England swelters, Isaac Bell is asked to investigate some missing rifles. But whoever broke into this Winchester factory wasn't looking to take weapons, they wanted to leave something behind: a radio transmitter, for the dreaded German U-boats to their location in the seas. This means 1 thing: someone is trying to keep American supplies from reaching British shores. With the outcome of the war in the balance, Bell must hunt down a new piece of technology that is allowing the Germans to rule the seas from New York to England.
