His occupation as a mobster was never going to be 100% safe, but Franco Bertinelli was content to be one of the smaller fish in the tank. He left a small space for interaction with his daughter Helena, until he disappeared as a way to prevent something from happening to him, acting behind the scenes. After seeing what the Gotham scene was like in recent times (as seen in Catwoman: Raging Alleys), Bertinelli decided to move to Hub City upon learning of a potentially lucrative deal, which could even put him back in touch with his daughter no worries. Unfortunately, Franco Bertinelli simply forgot that a fish in this business is a fish anywhere. Question would later find him hanged.
