Sun Cheng is a Chinese freedom fighter, who is still wanted in China for multiple charges of insurrection, defacement of a government building, murder of a government official, as well as 18 charges of public indecency. Cheng flees prosecution to the US where upon arriving in Saint Denis, after just recently recruiting Heilstaber, after watching him snipe eight criminals who attempted to ambush them as they crossed into Lemoyne, landing eight headshots in eight shots, from 300 yards, he is introduced to Callum after meeting his only friend in the West, the saint denis gunsmith, who talks up Cheng's ability to fight and endure, convinces O'Sullivan to take him on.
