The Red Hood intercepts a communications line from several criminals, including the government itself, stating only one thing: a villain auction in the heart of a godforsaken island, and the top prize is a card that leads to Heaven. It can't be a legend to have so many villains interested, and it's a great opportunity for the Red Hood and the all-new Outlaws to spill a few beans.
