The story follows Dr. Bruce Banner, a leading scientist working for S.H.I.E.L.D. to recreate the Super Soldier Serum with his team, including his lab partner Samuel Sterns, lab assistants Rick Jones and Amadeus Cho, and developing a romantic relationship with Betty Ross. Their experiment with Gamma radiation goes awry when Rick gets trapped, and Bruce sacrifices himself to save him, transforming into the Hulk. The Hulk rampages through the facility and New York, causing massive destruction before fleeing to the desert to avoid harming his loved ones. As General Ross intensifies the hunt for Banner, Emil Blonsky volunteers for an experiment to become a Hulk-like monster. Blonsky's rampage in Harlem prompts S.H.I.E.L.D. agents Hawkeye and Black Widow to track down Banner, persuading him to return and confront Blonsky. In the ensuing battle, Banner as the Hulk defeats Blonsky but not without causing significant damage. Ultimately, Bruce surrenders to the military, while Blonsky is imprisoned by S.H.I.E.L.D., leaving a conflicted Ross to grapple with the aftermath.
