John Blake struggles to fight rising drug lord Black Mask without the proper funding. After stepping down, James Gordon is replaced by Ellen Yindel. Johnathon Crane is working on a dangerous new drug under Black Mask that could put millions of lives in jeopardy. A dangerous new killer who leaves clues and riddles causes trouble, and an old villain escapes from Arkham with the help of his new accomplice.
