Gotham City, New Years Eve. With Salvator Maroni found dead following a violent gang shootout, Batman, Commissioner Gordon and Harvey Dent trace enough evidence to point Oswald Cobblepot as the culprit of his rival's death, as well as his involvement with Mr Freeze's pursuit of Ferris Boyle (Heart Of Ice) and his corrupt business affairs with Hugo Strange (Arkham City). Oswald is placed on trial, but Oswald scars half of Harvey's face with a vial of hydrofluoric acid, turning Harvey insane, blaming Batman and Gordon for what will become is downward-spiral that will transform him into the Gotham's new criminal threat. Harvey's daughter, Pamela Isley, soon follows after a very similar chemical attack at her job at the Gotham Arboretum gives her strange plant-based powers.
