The culprit turns out to be Mimic the Octopus, who plotted to sell the Chaos Emeralds to the highest bidder in addition to framing Sonic for the theft, killing two birds with one emerald in the process. And he would've gotten away with it too, if it weren't for Sonic and friends and especially those meddling kids!
