Cuddle Bug was created by a group that objected to technology becoming more and more prominent in Skylands. It was intended to be a living virus that would cause any piece of technology it came in contact with to horrifically malfunction, but some things got crossed in its creation and its just a big cuddle bug who wants to have friends and doesn't understand why its new robot buddies keep shortcircuitung every time they hug... After being found by the Skylanders, they concluded that Cuddle Bug's powers could prove useful, and it wasn't really inherently malicious, so it could stay... As long as they made sure it kept a wide berth from most of the Tech Skylanders.
