Wes was an officer of the Raccoon City Police Department. He served as an interrogator and was friends with a co-worker named Hector. After the zombies invaded the police department, Wes searched a way to get to the other side of the police station through the Shower Room. He found explosives, but the detonation battery was in the Safety Deposit Room, he went to look for Hector since he had the keys. Wes was attacked by a zombie. Knowing what would happen to him due to his condition gradually getting worse, Wes locked himself in a locker, leaving a note to Hector, hoping his friend managed to escape and asked him not to open his locker. https://residentevil.fandom.com/wiki/Wes_Drucker
