F.O.W.L. rebuilds the corpse of renowed scientist Taurus Bulba into a death machine, hoping to create a new agent from him. Bulba refuses their offer and burns only with the desire to have revenge on his mentor Professor Waddlemeyer. When he finds out that Waddlemeyer has been dead for years, he then seeks revenge on what would be his only heir, Gosalyn Mallard.
