Eel O'Brian was once a criminal, until he was shot in the arm and doused with unknown chemicals. These effects have given Eel the powers to stretch his arms and legs, change shape, add muscle, and grow in size! Eel becomes the humorous Plastic-Man! Quite literally a live-action cartoon character.
