Series about the Penguin. Story follows the rise of the The Penguin in the criminal world of Gotham City with help of the psychopathic serial killer Victor Zsasz, while having to endure the remnants of the Falcone and Maroni families, along with new rising powers, Black Mask and The Ventriloquist and the justice force of the district attorney of Gotham, Harvey Dent and the GCPD, with James Gordon and Harvey Bullock. |Characters| The Penguin - looks after the throne of Gotham's criminal world after the death of Carmine Falcone / James Gordon - recently promoted to commissioner of the GCPD after the events of "The Batman" / Harvey Dent - the new district attorney of Gotham City after the death of the prior by The Riddler / Roman Sionis - new rising boss, uses a black mask and uses the alias "Black Mask" / Arnold Wesker - new rising boss that develops dissociative identity disorder after seeing his mother assassinated by thugs from a rival family and executes his crimes through a dummy named Scarface / Victor Zsasz - / psychopathic serial killer who carves a tally mark onto himself for each of his victims, works for the Penguin / Sal Maroni - lost power to Falcone and was sent to Blackgate, now he's back and will cause a new villain to be born (Two-Face) / Sofia Falcone - daughter of Carmine Falcone, wants to secure her family's power / Harvey Bullock - police officer of the GCPD, works with Gordon
