After locking Blockbuster aka Mark Desmond away in Blackgate, Dick Grayson is getting used to being the protector of Bludhaven. He also realizes he is inspiring new vigilantes across the city, some good, some bad. One in particular is causing some commotion, Tarantula, who was inspired by her childhood hero John Law, the original Tarantula who was a member of the Justice Society. But the new one is not concerned with Justice, only revenge. In the background of this, an old enemy named Tony Zucco attempts to fill the power vacuum in Bludhaven that was left behind when Mark was taken down. Roland Desmond is also hatching a plot to release his father from prison.
