Description of Colonel Volgin:
The main antagonist. A sadistic GRU colonel, Volgin wishes to overthrow Khrushchev, who’s power has weakened over time. Volgin has mysterious electrical powers that have most likely earned him the nickname “Thunderbolt” in the US. He steals the Shagohod, a super weapon tank that can shoot nuclear middles from any terrain.
