Mysterious seldom seen figurehead behind the Justice Party. Former District Attorney Brian O'Brien escaped an attempted hit, but let his enemies think he died. He became the Clock in order to control the criminal elements of the city through fear. He also uses them to place pressure on the Nazi infiltrators of the city to keep them from gaining too much power. Once the Nazi ring is dismantled he turns his attention to the Masks as the greatest obstacle to the order he has created in the city.
