Alex is an egomaniac who believed his work was infallible and refused to acknowledge that the death of thousands in Markovia was his fault when their nuclear reactor failed and leaked radiation over a good portion of their country. He worked with The Black Glove after angry Markovians mutated him with his own radiation in revenge. At the end of the story he is being arrested again by Waller who informs him that he’ll be ready for another mission soon, he has a feeling he won’t like this…
