50 years after the events of Phantom Blood, in the year 1938, the grandson of Jonathan Joestar, Joseph, has learned that Robert E. O. Speedwagon, now founder of a successful multi-million dollar company, Speedwagon Foundation, has been murdered. Racing to Mexico to find out what caused it, he stumbles upon a Nazi base and finds out Speedwagon is alive, but also discovers the horrors of the men in pillars, Pillar Men, who are so much worse than even Dio. Now Joseph must train himself to master Hamon with the help of a man by the name of Caesar Zeppeli to save the world before time runs out.
