It appears as if another Regime entered Earth-1610, as attacks have been made all over Gotham and Arkham City by men dressed like Regime soldiers. Bruce Wayne, upon hearing word of these attacks, plus the appearance of a Kryptonian leading the charge, suspects Superman broke out of Arkham Asylum and has turned some Regime footsoldiers against him. However, he soon realizes that this is something far worse... A threat to everything he has built and rebuilt that could destroy the entire world with the clap of their hands...
