Manning was born in 1972, in Somerville, Massachusetts. He attended American University in Washington, D.C., where he earned a B.A. in International Studies. Although Manning's family and friends had expected him to enter the foreign service, Manning instead applied for a field position with the Bureau for Paranormal Research and Defense. In 1999, after four years working as a field agent, Manning was promoted to assistant to the director. After Trevor Bruttenholm resigned his directorship in 2003, Manning was assigned to assist with the interim director's transition and was promoted to director of field operations.
