A mysterious new villain appears in Star City with a legion of men at his disposal, who has a special power called the "Vertigo Effect", a strange type of power that can be used to disorientate his enemies and disrupt their balance. He soon aligns himself with the Clock King, a vengeful supervillain who uses clock and time - related gimmicks to devastating effect. Now, after his ally and fellow vigilante Laurel Lance also known as Black Canary is left in critical condition, Green Arrow, Speedy and Black Canary's teenage daughter Dinah must stop this duo before things get really out of hand.
