Rais is the ruthless leader of the “Raiders,” a violent and dangerous group that controls a large part of Harran. Once a powerful man, Rais uses his influence and resources to manipulate the city’s chaos to his advantage, showing no mercy to those who oppose him. He has a complex relationship with Crane and sees the protagonist as both a threat and a potential asset. His motivations are largely driven by self-interest and greed, and he has a personal stake in the outbreak.
