Elektra Kyle, a hybrid of Elektra and Catwoman, was raised in Cairo's grimy alleys by her father, a former American ambassador. After she killed him, Elektra studied the martial art of ninjutsu and took the name Catsai. Tombstone the Ravager, who had paid her to kill Dare The Terminator, was killed by her and Dare after they reunited as allies. The two began working on a plan to kill The Big Question, the corrupt mayor of New Gotham City. Despite not having any true superpowers, Catsai is a virtuoso with bladed weapons like Dare. Catsai has a vicious streak and is passionate about dominating others.
