Penguins Thrive In Deep Waters
Oswald Cobblepot was a low-level thug working under Fish Mooney, an extension of the Falcone Family. Almost daily, the other thugs would tease him for his Penguin-like look and was soon noticed by the Falcone family, who sent an young detective named Stanley Merkel to kill Cobblepot, which soon failed. This resulted in a Penguin rising from the seas and a new class of criminals in Gotham was born.
