One month has passed since Steve Rogers was awakened from an 80 year sleep, and a familiar and painful injustice runs amok once again. Nick Fury tells him to stay out of it but Steve can't help himself. The President issues an executive order targeting mutants as a danger to American values and society. They are being required to register with the govt. Steve, unaware of mutantkind, recognizes the play and jumps into action once he witnesses American militias aggressively harassing and detaining mutants indiscriminately. Behind the political scenes, a woman who goes by Superia orchestrates the entire thing with the public support of her pawn, Sen. Robert Kelly. They greenlight a well-funded team of vigilantes called the Americommandos to hunt down especially difficult mutants. This team includes Cathy Webster and Jack Harrison, who have been brainwashed to aid in the terror. Steve witnesses the horrors of mutant concentration camps and combats the Americommandos, only to fail. He gets help from fanboy pilot Sam Wilson and a pair of mutants, Mystique and Marrow, before helping to turn Walters and Harrison to their side. Together they combat and beat the Americommandos but struggle against Superia. Their fight is not without casualties, but they ultimately come out on top allowing the mutants to escape and take charge of their own freedom. Captain America finds new purpose in the modern nation.
