Dr. Samuel Sterns has gone full-mad scientist and is working for various governments in providing them with superhumans of their own, including allying with the US Government under President Ross to Powerbroker herself. Sterns is playing all sides so he can get the materials he needs to create a world of gamma monsters for him to rule as the Leader. Sam Wilson is now dealing with an international conspiracy ran by the Leader. So now it’s up to Sam as Captain America to stop this, creating sort of a pseudo-Avengers against the Leader.
