Synopsis

2 years after Mr. Freeze's defeat, Batman (Keaton), Batgirl (Silverstone), and Robin (O'Donnell) face a mentally unstable scientist named Jonathan Crane (Englund), also known as "The Scarecrow" and Harley Quinn (Madonna), a toymaker and daughter of the Joker bent on revenge against Batman for her father's death. Crane offers an alliance with Quinn to end his The Batman for good.

Description of Chip Shreck:

Chip Shreck make a return for the first time since Batman Returns as the mastermind of the events in the film. He swore revenge on those responsible for his father's death. During the film it is revealed that he found out about Harley's origin and sent her the Birth Certificate to manipulate her to help him and hires Crane due to their common goals of exposing Batman. He has Catwoman killed via bombing, off screen (unbeknownst to him, she escaped and faked her death). He reveals this to Batman as he taunts him. He is eventually arrested for his crimes but he meets his end when he is found hung by Catwoman's whip outside of his Blackgate cell.
