Batman has disappeared after a battle with Harvey Dent aka Two-Face, leading to a city-wide crime wave as citizens try to take up the mantle. A race against time as a fear-inducing formula from the Scarecrow threatens the city, while Bruce Wayne must reclaim his identity to stop it.
