With the Gotham City mayoral election approaching, Bruce Wayne is publicly helping his friend Harvey Dent's campaign against the Penguin, who is a puppet candidate for Harvey's evil crime boss and arch-nemesis, Rupert Thorne. But when an attempt on Harvey's life disfigures his face and mind, a new threat emerges in Gotham, Two-Face, causing Batman to wage a dangerous battle against his former friend and ally. Meanwhile, the new Robin appears on the streets of Gotham.
