During Justice League, Lex Luthor attacked many places on earth. One of them was Gotham City. This led to a massive destruction and many lives shattered. When Batman returns to Gotham, finds out about an anarchist movement led by a man called Anarky. They lost their faith to the politics and Heroes so they plan a state of anarchy. But they are not the only ones causing trouble in the city. There also seems to be a serial killer, who wants to liberate others from the pain of existence...
