Owner of the Iceberg Lounge, Oswald Cobblepot, who is actually the criminal known as the Penguin is running for mayor of Gotham to take control of the city and the criminal underworld. So Batman doesn't expose his operations, Penguin and other local elites pressure the GCPD to capture Batman. Batman and Robin team up with new vigilante Batgirl to take down Penguin, along with his hired mecenary, Mr Freeze and his bodyguards, the Kabuki Twins, while also dealing with the thief known as Catwoman.
