The world is at a standstill. Arkham and Gotham City have been decimated by The Regime of another universe, and thousands have been killed in the invasion, with many more thousands seriously injured. One of the wounded was Bruce Wayne, the Superior Batman, who is currently being hospitalized elsewhere, with Dick Grayson, also known as Nightwing, having since taken temporary control of The Regime.
