A fantasy giant project which could live 1 million people was proposed in 1990s (That's a real information). Now there's a story about Japanese Government was decided to approve that project in 2030. However, that's a huge engineering uses many decades, with reclamate (build on the center of Tokyo Bay Area), foundation, and resources, needs many people and high technique to build it.
