Synopsis

After enlisting the help of his nephew Virgil, Jefferson Pierce teams up with other allies to deal with a crime lord bent on making noise to dominate the streets of Chicago. Based on the team of the same name, 'The Outsiders' serves as a sequel to the events of 'Suicide Squad 2: Assault on Arkham' and 'Static Shock' respectively.

Description of Tobias Whale (Main Villain):

Rising to the top leadership of the organized group known as The 100, Tobias Whale may not possess any superhuman abilities, but he has already demonstrated strength and dexterity far surpassing that of a normal human being, which has already made him face Black Lightning directly. Now, to consolidate his grip on Chicago, he's ready to break it once and for all. In addition to his physical strength, Whale enjoys using his weapon of choice in confrontation, in the form of a harpoon, which, along with his albinism, earned him the nickname "Moby Dick".
