Synopsis

Barry Allen is gone. To some he was The Flash, to others he Barry Allen CSI, but to Wally West he was his uncle. Wally saw two things that night, Barry fighting some red and yellow blur with red eyes. He swears to avenge Barry, and when he finds out he has awakened powers he now has the means to be, The Scarlet Speedster

Description of Hartley Rathaway (The Pied Piper (Reformed)):

Hartley was saved from a life of crime when Barry Allen’s Flash convinced him to reformed. When he gets news of The Flash’s death he decides to step up as a hero and is trained with Wally by The Trickster. He becomes best friends with Wally and aids him on missions.
