Description of Agent Pam Kat:
She is introduced as a secret agent who is assigned by Governor Foxington to work alongisde the Bad Guys on their mission. Although initially suspicious of the Bad Guys she is won over by the group. In the end she would reveal the organization she works for is the International League of Heroes.
